1994年国际敦煌项目（IDP）正式成立。发起单位一致同意将来的秘书处设在大英图书馆，它的目标是促进敦煌与丝绸之路其它遗址出土的十一世纪以前文书与艺术品的研究与保护。IDP的资金来源是赞助者捐助、各种机构及基金会。IDP即致力于敦煌与丝绸之路收集品保存保护的国际合作，从更多渠道获得分布世界各地的敦煌及丝绸之路收集品的信息，促进丝绸之路宗教、贸易、文化、社会生活的研究。
